What is the frequency range of the SSG3000X?

9 kHz to 2.1 GHz (SSG3021X) or 3.2 GHz (SSG3032X). The 2.1 GHz models can be upgraded to 3.2 GHz with a software license.

Can the SSG3000X generate vector / digitally-modulated signals?

The -IQE models have an external I/Q input — drive it from an SDG6000X baseband generator to produce vector and digitally-modulated signals. Standard models cover AM/FM/PM and pulse.
